Issues of character and identity have been at the forefront of the re-definition of publicly funded housing. The fact remains that affordable housing does not address the heterogeneity of the groups that is intended to serve. This problem has been compounded by changes in the structure of the American family. As a result domestic arrangements, building morphologies and unit configurations traditionally used in affordable projects have proven to fail in serving a wide range of communities.

Issues of program shall be understood as intimately linked with issues of character, and as a test case for what affordable housing might look like in the future.
